Cultural diplomacy, as one of the important tools of foreign policy, plays a significant role in strengthening relations between countries and creating regional understanding and cooperation. This article aims to present a model for cultural diplomacy based on regional intercultural communication, and examines various aspects of this field. In this regard, first, key concepts related to cultural diplomacy and intercultural communication are examined, and then, using an analytical-comparative approach, the factors affecting the success of regional cultural diplomacy are identified. Next, a proposed model for cultural diplomacy based on regional intercultural communication is presented, and its main components, including cultural exchange, intercultural dialogue, educational and research cooperation, and the use of media capacities, are discussed and examined. Finally, by presenting examples of successful experiences of regional cultural diplomacy, it presents solutions for strengthening this type of diplomacy in different regions of the world and emphasizes the importance of multilateral cooperation and the use of local capacities. This model can be used as a model for developing countries to strengthen their cultural identity and increase their soft influence in the international arena.
