Abstract
In the contemporary era, where emerging technologies—particularly artificial intelligence (AI)—are reshaping global power dynamics, Saudi Arabia has strategically sought to utilize AI to transform its domestic power structure and enhance its international standing. The significance of this issue lies in the fact that AI can serve as a key driver of economic transformation, technological development, governance, and national competitiveness. This study examines the factors that have motivated the Saudi government to adopt proactive strategies for the development and application of artificial intelligence. The main research question is: What factors have driven Saudi Arabia toward the development and adoption of AI technologies? Using a descriptive–analytical approach and drawing upon the theory of smart power, the study hypothesizes that Saudi Arabia has invested in artificial intelligence as a major pathway for economic and strategic transformation in order to reduce its dependence on the oil-based economy, achieve the objectives of Vision 2030, strengthen its technological capabilities, and enhance its international position. The findings indicate that artificial intelligence is not merely an emerging technology but also a strategic instrument for advancing Saudi Arabia's development objectives and reinforcing the components of its smart power. Consequently, AI plays a significant role in supporting the Kingdom's long-term regional and global ambitions.
