Abstract
In September 2025, during the visit of UAE President Mohammed bin Zayed to Azerbaijan, the level of relations between the two countries was elevated to a comprehensive strategic partnership. This event clearly demonstrates a growing trend and deepening of cooperation between the two nations, following the signing of the Comprehensive Economic Partnership Agreement in July 2025 during Ilham Aliyev's visit to the UAE. These developments have opened up new horizons for strategic partnership and interaction for both parties, reflecting an increasing convergence and continuous development of relations across various fields, including green energy, tourism, joint investments, and more. The UAE serves as a significant commercial and financial center in the Middle East, while Azerbaijan is recognized as a crucial connecting link and transportation hub between Asia and Europe. These characteristics have enhanced the appeal of relations between the two countries, providing a solid foundation for expanding cooperation. The question arises: why have these two nations chosen to pursue a path of strategic cooperation and partnership? It appears that the shared vulnerabilities of the UAE and Azerbaijan, along with their joint efforts to address and mitigate these vulnerabilities through mutual cooperation, have paved the way for the enhancement of their relations. This study adopts a qualitative approach to explore the reasons behind the close relations between the UAE and Azerbaijan, utilizing a descriptive-analytical framework within the context of Tom Lang's theory on collective power.
