راهبرد نگاه به شرق ج.ا ایران در مواجهه با تحریم های بین المللی: راهبرد ها و چالش ها.

چکیده
تحریم‌های شدید بین‌المللی، هسته اصلی اقتصاد و امنیت ملی ایران را هدف قرار داده‌اند. در پاسخ، جمهوری اسلامی ایران راهبرد «نگاه به شرق» را به‌عنوان یکی از محورهای اصلی دیپلماسی اقتصادی و سیاسی خود تقویت کرده است. این مقاله با رویکردی تحلیلی-توصیفی بررسی می‌کند که این راهبرد، به‌عنوان سیاستی انطباقی در برابر تحریم‌ها، چه دستاوردهایی در حوزه تجارت و امنیت اقتصادی داشته و با چه چالش‌هایی روبه‌رو است. تمرکز پژوهش بر تحلیل محتوای عملیاتی این سیاست در دو دهه اخیر است. مهم‌ترین راهبردهای بررسی‌شده شامل تعمیق مشارکت راهبردی با قدرت‌هایی مانند چین و روسیه، با تأکید بر توافقنامه ۲۵ساله ایران و چین، عضویت و مشارکت فعال در سازمان‌های منطقه‌ای شرق‌محور مانند سازمان همکاری شانگهای و اتحادیه اقتصادی اوراسیا، و تنوع‌بخشی به مسیرهای ترانزیتی و تجاری به سمت آسیا است. یافته‌ها نشان می‌دهد این سیاست تا حدی در کاهش آثار تحریم‌ها، ایجاد بازارهای جایگزین و کاهش انزوای بین‌المللی ایران مؤثر بوده است. با این حال، چالش‌هایی همچون عدم توازن در روابط با شرکای شرقی، وابستگی فزاینده به اقتصاد چین، کاهش انعطاف‌پذیری دیپلماتیک و محدودیت ظرفیت جذب سرمایه و فناوری، مانع تحقق کامل اهداف شده‌اند. در نتیجه، مقاله استدلال می‌کند که نگاه به شرق، اگرچه پاسخی ضروری و تا حدی مؤثر به تحریم‌ها بوده، اما به‌تنهایی نمی‌تواند امنیت اقتصادی پایدار را تضمین کند. موفقیت بلندمدت این راهبرد مستلزم توازن‌بخشی هوشمندانه، افزایش توان چانه‌زنی داخلی و رفع موانع ساختاری اقتصاد ایران است.

The Look East Strategy of the Islamic Republic of Iran in Confronting International Sanctions: Strategies and Challenges

Intense international sanctions have heavily compromised Iran’s economy and national security. In response, the Islamic Republic of Iran has formally elevated the "Look East" policy as a cornerstone of its economic and political diplomacy. Employing an analytical-descriptive framework, this study evaluates this approach as a strategic adaptation to sanctions, examining its outcomes in trade and economic security alongside its structural and political challenges over the past two decades. Key strategies analyzed include deepening strategic partnerships with China and Russia (specifically the 25-year agreement), active engagement in Eastern-led regional frameworks like the Shanghai Cooperation Organization (SCO) and the Eurasian Economic Union (EAEU), and diversifying transit corridors toward Asia. Findings indicate that while this strategy has partially mitigated sanctions shocks, cultivated alternative markets, and reduced international isolation, it remains constrained. Major challenges include an asymmetrical power balance favoring Eastern partners, a potentially detrimental dependency on China's economy, reduced diplomatic flexibility from overconcentration on a single front, and limited capital and technology absorption capacity. Consequently, this study contends that while the "Look East" strategy has been a necessary response shifting Iran’s economic geopolitics, its reactive and lopsided nature prevents it from independently ensuring sustainable economic security. Long-term success demands intelligent hedging, enhanced domestic bargaining power, and structural economic reforms to prevent Iran from being relegated to the periphery of an East-centered economic order.
