Although the concept of Hegemonic order is an innovative aspect of the Supreme Leader's thought, its elements can be traced back to earlier intellectual history. One notable example is Thucydides, who distinguished between "hegemonia" and "arkhe" while analyzing the changing nature of the Athenian Empire during the Peloponnesian War. In the Supreme Leader's belief system, however, the concept of Hegemonic order holds a unique significance, as he frequently uses it to describe international relations and the dynamics between great powers and the Islamic Republic of Iran. This article aims to explore the concept of Hegemonic order within a structural framework of international relations. In this context, the article adopts a descriptive approach to analyze the structural vision of international relations, focusing on how values are shaped within this structure. Furthermore, the study examines the current configuration of the hegemonic order and addresses the issue of U.S. decline within this framework.
